What is the National 311 Executive Council?
The 311 Executive Council is a peer-led group of senior 311 leaders from cities and counties across North America. It was created to give 311 executives a trusted place to learn from each other, share insights, and help shape the future of 311.
How is this different from conferences or associations?
Most conferences are large, public, and vendor-driven.
The 311 Executive Council is smaller and more focused, designed for candid, closed-door conversations, and built specifically for senior 311 leaders—not general audiences.
I am a 311 Director. How do I get an invitation?
If you lead a major metro contact center and have not received an invite, you can join our waitlist. We review the waitlist quarterly. If a spot opens up or we expand the group, we will contact leaders who manage high-volume, complex operations.
Is this a vendor group or sales forum?
No. The Council is not vendor-led and not a sales forum. It is a peer-to-peer executive space focused on leadership, operations, and the future of 311.
Is there a cost to participate?
At this stage, the focus is on building the right founding and expansion group, and there is $0 cost for approved members.
Why are you relaunching the Council now?
The Council was originally founded in 2014 to set standards for the industry. Today, the need is even greater. Budget cuts and the rise of AI have left city leaders without adequate strategic support. We are regrouping to close the strategic gaps and provide the tools that 311 executives need to survive and thrive.
What do members actually do?
Council members participate in executive-level discussions with peers, sharing lessons learned and challenges, exploring trends like AI, digital service delivery, and CX, and helping define what “good” looks like for modern 311. The format is designed to respect busy executive schedules.
Is membership open to everyone?
No. Membership is currently by invitation only. This helps ensure the right mix of senior leaders, meaningful, trusted conversations, and a peer environment where members feel comfortable sharing openly.
What is the "Public Sector GenAI Playbook"?
This is one of our main projects for 2026. Right now, many cities are guessing how to use Artificial Intelligence (AI). We are working together to write the official rules (the Playbook) on how to use AI safely to answer non-emergency calls without losing the human touch.
